most fed jobs outside of dc are either largely evil (AUSA/DHS) or v. specialized (IRS). There’s a trump EO that basically says US should get priority for vaccines. I think it’s more or less toothless, but you should be able to find lots of articles re:the questions you’re raising here in discussions of that EO (which is interesting itself b/c of the authority it claims).

GC of a major company is a late-career stretch goal which you can't really plan around. It's like getting into accounting so you can be the CFO. yeah, only potential gamechanger would be getting into Stanford or Chicago, but even then I'd be mildly inclined to take the stipend at Michigan given your goals/circumstances.
