Prioritize the history department's funding and strengths over the JD programs. I would say go to whichever one where you feel you will have the best mentorship and advising because that can really matter for your ability to make it through.

I'm a faculty member and I regularly write LORs. If a student ever asked to see one I would never agree to write another one for that student.

This may be a stupid question, but do foreign NGOs require you to have a legal degree from their country as well as a JD? I'd imagine you'd have to have some sort of experience working in that country or at least in international law to be a desirable candidate. I'm thinking mostly in terms of NGOs...

I'm in that weird category of PI lawyer who earns over six figures, but the first 3 years out of law school I made peanuts and had to live in notchina in order to build a resume for this and no sane person is going to do that.

At a certain point it's fine to think about money though. Should you go into PI work to be rich? No, absolutely not. But some PI attorneys take this weird pride in living in poverty. It's fine to want to do PI work and also make a living salary that lets you indulge your raspberry addiction.

If you care this much about money and want to do PI then your best option is working with a center at a well-funded university because you will get a high salary with excellent benefits. You're right it's different whether you're using your school's program or PSLF. The top schools are often more liberal in what they cover.
