How are you getting 45k for COL at all 3 schools? UVA's estimated COL is near 20k, plus almost 3k for health insurance. Penn's estimates are higher. I read online that no, there is no more formal matching program but you can still negotiate. I’d just check with them though.

Hello! Would you say that sending an LOCI to a school that only waitlists starting in April after 6 months of review (but pre-waitlist) would be out of the question? Another acceptance data point: Interviewed in first round, LSAT 170 (-1 median), GPA 3.89 (+.01 median). Really stoked but sorry to all the awesome candidates dinged/waitlisted. Hope future news is better!

I don't think we have any reports of someone being admitted last year without an interview. They seem to be in practice a prerequisite.
