I think I basically agree with the above. If State A is your strong preference, but you are nervous about leaving your eggs all in that basket, then apply to both, but hustle State A as hard as you can. I don't really understand why you are getting barred in both states? Or did I misunderstand?

I'm stacking two district court clerkships, because (1) I really wanted to work with both judges, (2) the second one is in a city I might want to stay in, and (3) they pay better than most other public interest jobs I could get at the moment and still clock time towards the PSLF.

Getting slightly off-topic though I suppose. For clerkships you'll likely have more classes on the transcript you submit, so in theory it could matter more. I just never found judges or their clerks cared about which classes I took; but I've only had maybe 7-8 interviews so that's a very small samp...

Is there there a significant risk in blanketing applications to judges as a 2L without first checking whether or not if each individual judge is on the plan? I.e. would you undermine a potential future application by sending an unsolicited physical application to a judge who is adhering to the plan...

How high up in your class are you, and where does your law school rank (approximately)? If you're clerking federally, you don't need to be licensed. I don't know about state. I'm guessing the judge you interned for doesn't hire former interns? The judge I interned for will have mandatory retirement...

Yes. Some districts/judges will be harder than others, but--based on the limited info here--you should still be well within the running for others.
