It does not, they mostly care about GPA as a ranking metric and a sign that you are academically capable, so class rank doesn't factor in.

Rhodes is tied geographically to what region in the USA the student is from, not the region in which they attend university.

Does anyone know when Duke starts sending out PT invites? Last year, I got mine September 21 which actually seems pretty late... I see myself applying earlier than that.
