There are also some schools, that for one reason or another, just don't charge an application fee at all, or are taking a year off from the practice (like ASU last year, which did so in celebration of an anniversary for the school).

Also, I just checked UT's binding ED program again. They don't give you full tuition, they give you the resident tuition rate (which is the way it was last year, too). So, that's another mark against EDing there.
