To emphasize law's point, this cycle saw a non-AA URM score $150K from GULC with a 2.9/168. The retake is definitely the play, here, even if you stand a chance at getting reasonable money from a top 40 school right now.

The reason the answer is "retake" is that New York and Boston aren't on your list of target markets. The price is a little high, but the poor fit between BU's placement and your goals is the killer, here.
